Old content already has backlinks, authority, and history with Google. Refreshing builds on that foundation rather than starting from zero. A refreshed page can quickly regain or exceed its previous rankings. New pages have to earn authority from scratch.

Prioritize pages that: used to rank well but have declined, are on page 2-3 (close to ranking), have outdated information, or target valuable keywords. Use Google Search Console to find pages with decreasing impressions or clicks.

What changes count as a 'content refresh'?

Update outdated statistics and information, add new sections covering recent developments, improve readability and formatting, add relevant internal links, update the published date. The goal is making the content as good as if you wrote it today.

Should I change the URL when refreshing content?

Usually no, keep the existing URL to preserve link equity and existing rankings. Only change URLs if the original was poorly structured. If you must change it, use a 301 redirect from the old URL to the new one.
